Development strategy session draws good crowd

The Gulf Road community center was full as residents showed up to listen to consultants employed by Maul, Foster and Alonghi (MFA) presented an interim Point Roberts economic strategy report on June 26. The purpose of the meeting was primarily to present information and gather community input.

Chief topics included the development potential of the marina and the surrounding property, the prospects for sewage treatment and broadband access. While the consultants suggested the Port of Bellingham would be the lead agency in purchasing and developing the marina, they did not explain how that would come about given the current reluctance of the offshore Chinese ownership to sell the property. 

While a case could be made for taking possession through eminent domain, that would require a political commitment to do so and examples, at least in Whatcom County, are few and far between, if any. Washington state agencies do not have “quick take” authority and must follow the rules as set in RCW 8.04.110. The process can take years depending on whether it would require litigation or complex valuations.

Also discussed was the lack of a sewage system and the consequent restraints upon development. One idea that has been bruited about is connecting to the sewer system in Tsawwassen. The U.S. border station is already connected, and the City of Sumas is connected to its Canadian counterpart across the line. Here, the consultants named Whatcom County as the lead agency even though it is more than likely that the Point Roberts water district would be the lead agency.

Comments from the public were generally constructive, seeking solutions to the Point’s economic and infrastructure challenges. The delays in broadband implementation came in for criticism.

The consultants are expected to wrap up their study and present a final report in late August or early September.
